1.Born at Vengurla, Sindhudurga District on 15.10.1935. He had education at various places at Vengurla, Rajpur, Ratnagiri, Parle Tilak Vidyala - Vile Parle at Bombay and Hubli in State of Karnataka.

2. ACADEMIC QUALIFICATION
    In the year 1964 passed his Master Degree Examination in Law (LL.M) from the University at Bombay after completing his degree education in Commerce and Arts.Completed his studies in M.Com in Cost Accounting.

    Passed his Diploma in Insurance from the Chartered Institution (London) and Chartered Secretaries from the Institution of Chartered Secretaries (London).

    He had studied his legal practice in 1964 under guidance of Shri R.C.Belosey, Shri Ramrao Adik and Justice G.N.Vaidya.

3. TEACHING EXPERIENCE
    In the year 1973, was Professor of Law at the University of Bombay and Government Law College (1968) and Siddharth Law College, Bombay where he taught the subject : Constitutional Law and Other Law papers from Bombay, Marathawada and Shivaji Universities.

4. AWARD
    In the year 1967, was awarded the first prize at the hands of Justice M.C.Chagla, former Chief Justice of Bombay High Court, Minister of External Affairs, Union of India and former Ambassador to U.S.A for writing best research papers on comparative study of Ownership Flat Act and Rent Act all
over the world.

5. INTERNATIONAL CONFERENCE
    Attended Several National and International Conferences held on behalf of Common Wealth Law Association (in 1979) and International Bar Association U.K and U.S.A. Also was the member of LAW ASIA.

6. MEMBER OF BAR COUNCIL OF MAHARASHTRA
    In the year 1987, was elected to the Bar Council of Maharashtra, the Chairman of the Enrolment Committee of Bar Council of Maharashtra - where he decided the important cases of enrolment of Justice S.K.Desai and Justice B.Lentin after their retirement and has attended several conferences held on behalf of India Bar Council and different parts of India and outside India.

7. GOVERNMENT PLEADER
    In the year 1978, was an Assistant Government Pleader, where he appeared in several Government Cases on behalf of the Prime Minister and the Chief Minister for State of Maharashtra and Election Petition.

8. TRUSTEE OF 'I LOVE BOMBAY'I Love Mumbai
    Is the Trustee of 'I LOVE BOMBAY' Committee and has taken up several projects of making Bombay beautiful and clean under the guidance of Dr.P.C.Alexander, Government of Maharashtra and Mr. Nana Chudasama, the Managing Trustee of 'I LOVE BOMBAY' Committee.

9. FELICITATION FOR DOING GOOD WORK IN FIELD OF ENVIRONMENT
    Was honoured at Raj Bhavan by giving a 'Special Certificate by His Excellency Dr.S.Subramaniam, Raj Bhavan, the Government of Maharashtra for doing good work in planting trees and in field of environment.

    Is the Secretary of Justice G.N.Vaidya Memorial Committee which organizes the series of lectures on the subject of law and judicial reforms.

11. COUNSEL FOR UNION GOVERNMENT
    Is working as Counsel for Union of India for last 10 years or more and has appeared in several important petitions referring to Urban Land (Ceiling & Regulation) Act, 1976.

    Has appeared in several important cases in High Court of Bombay including the case regarding :

i) Dissolution of Assembly of State of Maharashtra.
ii) Indira Gandhi Pratisthan Case.
iii) Election Dispute.
iv) Several other cases and some cases during the time of emergency and thereafter.

13. BOOKS ON VARIOUS SUBJECTS
    Has written several books including on the subject :

i) MISA (Maintenance of Internal Security Act) which was very much appreciated by late. Smt. Indira Gandhi, the former Prime Minister of India and also other book 'Directive Principles and Fundamental Duties'.

ii) Housing Policy of India , Environment & Law, Panchayat Raj & Indira Gandhi (burning Soul for National Integration)

iii)The book on Panchayat Raj was very much appreciated by Shri Rajiv Gandhi, former Prime Minister of India.

iv) The book on 'Public Interest Litigation' was very much appreciated by Chief Justice late Shri Savyaschi Mookherjee.
iv) The Book " Fundamental duties " whose third edition has been released
 

14. Has addressed about 25 meetings on behalf of different organisations including Rotary Clubs, Lion Clubs and Housing Societies, 'Flat Owners' Association, All India Tax Advocates
Association, etc. to tell the advantages and problems under 'Amnesty Scheme' on Doordarshan India.

15. Has also written several articles in Daily Newspapers such as Times of India, Indian Express and other Journals.

16. Was interviewed on the programs related to the Housing and Real Estate on BBC, Star TV, Zee TV, National Network etc. He has also taken a delegation to educate the NRIs at Abu Dhabi, Dubai, Sharjah and other places in UAE and has been writing a column for NRIs ub a weekly known as 'Gulf News Magazine'.

INTERNATIONAL STUDY TOUR

17. STUDY TOUR TO U.S.S.R
    Was a member of the delegation of Study Tour to U.S.S.R organised on behalf of the Bar Council of Maharashtra. This delegation visited several courts at Moscow, Leningrad, Kiev, Sochi and places and submitted their report.

18. STUDY TOUR TO REPUBLIC OF CHINA,HONG KONG & SINGAPORE
    On behalf of the Bar Council of Maharashtra, a delegation was organised to study the judicial and legal problems in the countries like Republic of China and others. In the year 1982, visited various courts in Beijing & Shanghai in China and in Hong Kong, Singapore and submitted a report on
comparative study of legal system.

19. Visited Sri Lanka and had meeting with Mr.Bhandarnayake, the former Prime Minister of Sri Lanka and the present President of Sri Lanka. Also visited Supreme Court of Sri Lanka and had meeting with the Judges and Senior Lawyers in Sri Lanka.

20. Was the Member of the Study Tour to U.S.A organised on behalf of the Bar Council of Maharashtra in the year 1985. Visited the Supreme Court of America at Washington and other courts at New York and other places and submitted the report of the comparative study of legal system.

21. A delegation was taken to study the comparative judicial and legal system and problems of Real Estate in U. A. E. Visited the High Court of Dubai and other courts and submitted report of legal problems of NRIs regarding their problems of their citizenship and problems faced by them
regarding their buying property in respect of restriction by Reserve Bank of India (RBI) and other Financial Institutions.

22. On 28th January 1993, had a meeting with Hon'ble John Major, the Prime Minister of Great Britain, when he presented the portrait of Lord Ganesh (at Bombay -Taj Mahal), the Lord of learning and wisdom as a mark of international friendship and goodwill.

23.Attended the International Conference at Israel in the months of October 1996 and submitted a paper on comparative study of legal judicial system in Israel.

COMMITTEES AND REPORTS
24.Is appointed as a member of Advisory committee of All India Radio Mumbai for the period of 3 years.

25.Is appointed as a member of language Committee of the Parliament under the Chairmanship of Shri Ramakant Khalap,Minister Law and Justice, New Delhi.

26.Is appointed as a Secretary of the Sheriff Committe appointed by S.K.Chowdhary under the Chairman Ship of Justice V.S.Deshpande to study the problems of old housing in City of Mumbai.

27.The Government of Maharashtra accepted the report for Legalising the Pugree by amending the Bombay Rent Act, when Shri Sureshdada Jain was the Minister for Housing and Shri Raj Purohit was the Minister for State Housing.

28.Is appointed as a member of D.M.Sukhankar Committee to studying the Problems of Old and Dilapidated Buildings in Mumbai, which amended the MHADA Act by granting additional FSI.

29.Was appointed as a member of the Committee for taking action against the builders and developers who commit malpractises in housing Industry under Maharashtra Ownership Flat Act.

30.Intervened in Petition for public interest filed by the Property Owners Association challenging the amendment of Bombay Rent Act.
